Overview of role:
The CLC is responsible for the coordination of MAG’s Community Liaison initiatives in the field including: remote supervision, planning, implementation, monitoring and reporting as directed by the Community Liaison Manager (CLM).
Responsibilities:
The CLC will be expected to carry out some or all of the following activities:
Project Planning and Coordination
- Assist in the development of all global project, sector, and partner community liaison workplans, as required.
- Develop workplans for MAG partner organizations, in coordination with relevant sector and partner organizations to ensure that MAG and the partner organization meet donor outputs and operational requirements.
- Ensure that MAG’s partner organizations implement activities according to the approved workplans.
- Coordinate planned MAG activities with partner and stakeholder organizations, government agencies/authority and communities to enable partner organization’s staff to implement community liaison activities.
Project Management and Implementation
- Coordinate with partner organizations, Field Operations Manager and Technical Field Manager to support operational prioritization.
- Produce GIS maps for partner organizations, operations, and community liaison activities as requested.
- Manage and analyze data collected through the community liaison survey tools.
- Maintain regular formal and informal reporting to the Community Liaison Manager.
- Develop and submit recommendations for prioritization of clearance tasks from analysis of dangerous area reports and impact and community assessment surveys.
- Highlight and address problems the partner organizations encounter in community collaboration and cooperation to Community Liaison Manager and Field Operations Manager.
Training
- Contribute to the development and implementation of community liaison training modules.
- Deliver risk education to government employees, partner organizations and/or UN/NGO actors direct training or remotely over Skype.
- Deliver training of trainer training modules for identified persons (e.g. partner organizations master trainers, Ministry of Education teachers, protection officers).
- Assist the Community Liaison Manager in identifying partner organizations training needs and contribute to the development and implementation of community liaison training plans.
- Deliver training to new MAG/partner staff in coordination with Community Liaison Manager.
Quality Control/Quality Assurance
- Implement quality control and quality assurance methodology, policies, and procedures relating to community liaison activities to ensure the standard of quality of community liaison activities.
- Ensure an acceptable standard in all partner community liaison activities through timely quality monitoring.
Information Management
- Ensure that partner organizations provide required data.
- Provide data to the Information Management Unit in the appropriate formats.
- Undertake data entry, analysis, and reporting as required.
Awareness
- Assist in the development of risk awareness information, communication, and education tools.
Reporting
- Submit weekly activity plans and reports to the Operations Administrator, Field Operations Manager, Community Liaison Manager, and other persons as required.
- Complete, at a minimum, one case study per month using the case collection form. Provide completed case study form to the CLM.
- Produce GIS map as required for MAG operations.
- Ensure that partner organizations complete required reporting.
Representation
- Represent MAG with all partners and stakeholders (e.g. affected communities, government officials and ministries, local authorities, and UN/NGOs).
- Ensure relevant and transparent communications on all programme issues.
- Deputize for Community Liaison Manager as required.
Security
- Ensure that all community liaison staff complies with all security policies and Standard Operating Procedures. Report non-compliance and any security incidents to the Security Coordinator.
- Submit weekly workplans to the Security Coordinator for approval.
- Provide the Security Coordinator with intelligence reports of any changes in the security environment within the sector.
Essential requirements:
· Undertake and apply learning from appropriate training and development programmes.
· Excellent written and spoken English and Arabic.
· Excellent computer skills, particularly Microsoft Excel, are essential for this role.
· Adhere to all MAG policies and procedures both Technical and Administrational.
· Work within the framework of MAG's core values.
· Act as an ambassador for MAG, through professionalism and conduct.
· Must be willing to travel within the region to support partner organisations in other countries.
· Previous experience working in a similar role for an INGO preferred.
